Green does something a tiered dress rarely manages on its own, which is read as considered rather than sweet. Strip the tiers back to a plain ivory or blush and you risk something a little too soft for a date. Put them in a decent green, a bottle, an emerald, a deep moss, and the ruffled construction stops looking twee and starts looking like a proper fashion decision. The colour carries weight, so the volume underneath it earns its place instead of fighting for attention.
The tiers themselves need to be doing something structural, not just decorative. Look for graduated panels that actually increase in fullness as they descend, cut on a slight bias or gathered with enough fabric to move when you walk, rather than flat rectangles stacked and stitched into submission.
A good one will have some drop and swing to the skirt, so it catches when you turn rather than sitting stiff. Cheap versions tend to bunch at each seam line and sit rigid from the waist down, which flattens the whole silhouette instead of letting it fall.

A midweight viscose or a crepe with a bit of body holds the tiers properly and drapes rather than clings, whereas anything too thin collapses into a shapeless mass by the third tier. For date night specifically, you want movement without transparency, so check the fabric isn’t see through when it catches the light, particularly around the lower tiers where the layers thin out.
Styling this well is mostly about not over accessorising a dress that’s already doing a lot of visual work. A fitted or wrapped bodice on top of the tiers means you can keep jewellery minimal, a single decent earring or a fine chain, and let the skirt do the talking. Heeled sandals or a pointed mule lengthen the leg and stop the fullness from reading as costume. A tailored jacket or a slim leather layer thrown over the top works if the evening turns cooler, and it also sharpens the femininity of the tiers with something more structured.
Occasion wise, this is a dress for evenings with a bit of ceremony to them, a proper dinner booking, a first date somewhere with linen tablecloths, an anniversary, anything where you want to look like you made an effort without looking like you tried too hard.
